Our authority is active and our record is public. We stay current with all FMCSA requirements and monitor our compliance profile continuously.

DOT Authority & Registration

Active MC authority, current operating registration, and insurance on file with FMCSA. Verifiable through the FMCSA SAFER system at any time.

Electronic Logging Devices

All vehicles equipped with FMCSA-approved ELDs. Hours of Service tracked electronically and retained per federal requirements.

Hours of Service

Drivers operate within federal HOS regulations. Our dispatch model is built around realistic schedules — no pressure to exceed legal drive time.

CSA Profile Monitoring

We monitor our Safety Measurement System profile actively. Violations are reviewed and corrective actions documented before the next dispatch.

Who drives for Sam City Express

We qualify drivers before they move a single load. The Driver Qualification File is complete and current for every driver in our fleet.

  • CDL-A with clean MVR

    Motor Vehicle Record reviewed at hire and annually. DUI, reckless driving, and serious violations are disqualifying.

  • DOT medical certificate

    Federal medical examiner certificate required and kept current for every driver in the fleet.

  • Pre-employment screening

    PSP (Pre-employment Screening Program) records reviewed at hire. Prior crash and violation history is part of the qualification process.

  • Road test on hire

    Every driver completes a road test before being assigned to freight, regardless of prior experience.

  • Annual driver review

    Driving record, HOS logs, and any incidents reviewed annually. Non-compliant drivers are not renewed.

Drug & alcohol

Federal standard, no shortcuts

We operate a compliant testing program under FMCSA Part 382. Every driver is in the federal random testing pool. Every new hire clears a drug screen before their first dispatch.

Pre-employment testing

Drug screen required before first assignment. No conditional starts.

Random testing pool

All drivers enrolled in an FMCSA-compliant consortium with federal minimum testing rates applied.

Post-accident testing

Drug and alcohol testing conducted after qualifying accidents per federal requirements.

Reasonable suspicion

Trained supervisors. Testing initiated when behavior or physical signs warrant it.

Return-to-duty protocol

Drivers with violations complete the full Substance Abuse Professional (SAP) process before returning to service.

Clearinghouse registered

Registered with the FMCSA Drug & Alcohol Clearinghouse. Queries run at hire and annually for every driver.

Equipment that passes inspection

Well-maintained equipment is part of the safety equation. We keep our fleet inspection-ready, not just inspection-passing.

Annual DOT inspections

Every tractor and trailer in our fleet completes an annual DOT inspection. Out-of-service vehicles do not move freight.

Preventive maintenance

Scheduled PM intervals tracked internally. We do not defer maintenance to hit a delivery window.

Driver inspection reports

Pre- and post-trip DVIRs required on every run. Defects reported, reviewed, and resolved before the vehicle returns to service.
